here up from south san francisco, daly city, san bruno. pretty quiet in the south bay except for morgan hill and gilroy some shower activity. winds gusting to 49 miles an hour at sfo. a wind warning in effect. and oakland, 36 miles an hour. you can see all across the bay area, santa rosa from 41 miles an hour to san jose. we have the wind, we have the rain, we have a flash flood watch through the evening hours. so the heaviest rain will continue to sink to the south of us throughout the morning hours and the wind advisory is up through noon today. we are looking at south winds anywhere from 20 to 30 miles an hour and we are seeing the gusts already up to 50 miles an hour. so here we are on track to see the heaviest rain from the north bay into the central bay within the next hour. so stay with us. we will keep you updated. carolyn. >> thank you, lisa. with all that going on and this series of storms the rivers are rising throughout the bay area. there's a flat warning this morning for the napa river. that's where abc7 news reporter kera clapper joins us live. how is it looking so far? >

under the gun into daly city. for those of you who take 380 i want to demand for a street few. you can see market street heavy rain you need to use your windshield wipers. as we take it to the peninsula heavy rain around the airport. in fact delays of over an hour. hillsboro, burlingame, and san mateo highway 92 experiencing heavy rain. at the start of the 7:00 hour i told you there was heavy rain and the walnut creek area. if that is certainly the case as we take a look at rain fall rate. it is not to bad about two tenths of an inch per hour. 3 tenths of an inch around pleasant hill. it depends on where you are located. piedmont, highway to the fore, most of oakland. park boulevard, experiencing a rain. you can see sunnyvale cupertino sing pretty heavy rain not as bad as san jose and santa clara. but heavier rain is headed your way in fact as we use our storm track tool to see when the heavy rain is going to impact you. looks like it will hit santa clara around 7:17 a.m.. stand at 7:29 a.m. hit san jose. that is a look for the rain is currently falling around the bay area. drive with

'll start moving in. daly city and berkeley, piedmont, the claremont avenue area being hit with a good burst of rain, and towards oakley and brentwood, seeing moderate rain. these are cells moving around, and this is actually the warm sector. this is 7:00 tonight. this is the warm sector, the mod rain in the north bay. and a little break around midnight and by 3:00 a.m., this is storm number three. this is 5:00 a.m. heavy rain starting to move down into the north bay. 7:00 a.m., starts to move down to about the golden gate bridge, sfo. 9:00 a.m. heavy rainfall. now starting to move into the east bay. fairfield, concord. notice the clearing that takes place behind the very rapidly, at 11:00 a.m., and then moves on towards the south. of course the concerns up on the riffs and we'll look at those concerns in a bit. >> ama: in napa, the national weather service issued a flood warning for the napa river, a waterway prone to flooding, and the city's residents are hoping it's not a repeat of the devastating flood in 2005. >> the napa river looks calm now but that could change in a hurry tonight wit

of the oakland police department has ended. the city reached an agreement with civil rights attorneys suing the department and calling for a federal takeover. under this agreement, just approved by a federal judge, oakland will have to hire someone to oversee police reforms. they will pay the salary but that person will report to the judge and have broad powers including firing officers including the chief. it stems from the allegations of four officers who called themselves the riders and were accused a number years ago of handing out vigilanti justice on the streets of oakland. >> developing news, authorities have caught up with software company john mcafee. he was arrested in guatemala accused of entering the country illegally. he created the anti-virus software has been on the run for the past month after officials in belize tried to question him about the death of a neighbor. abc spoke with him in guatemala. >> how i would know? how would i know. >> dan: he says he has requested asylum in guatemala. he claims he is being persecuted refusing to donate to local politicians. >> i was walk
